I recommend to start a new ticket from the members' area instead of contacting sales. This way we do not have to ask a lot of questions and only just a few.

Once we receive the request from the license holder to transfer a license we will ask a few questions and in the meantime review the license and customer account. If there is no issue with the account we will permit the transfer and start transferring the license. An issue could be running multiple instances, or if the owned license has expired.
