If you wish to run multiple installations on a single database, you still are required to have a valid license for each instance of vBulletin you install and use. Whether you make use of single-database integration or using a unique database for each install does not matter.

Licensing is per instance, so if you run 3 instances, you're required to have 3 valid licenses.
