Ok, I found the validation issue.

In addsite.php

find:

if ($vbulletin->options['toplist_moderate_sites'] == 0)

Replace with:

Code:

if ($vbulletin->options['toplist_moderate_sites'] == 1)

Hope this helps.. It was a typo..
