As for the question asked, I stopped banning trolls a long time ago. That's mostly what they're hoping you'll do and it just makes your site a challenge for them afterwards.

The miserable user's hack is great. I'll use that to begin with but if that doesn't put a stop to the misbehaviour, I'll just lock them down into an inactive usergroup with no permissions. They can't even see the forum anymore. That prevents them from continuing to use their original login/account and tips me off if they try to register again using multiple accounts.

Never delete user info on the troublemakers. That data is the best resource you have to confirm the identity of suspicious new members in the future.
