How do I change the PM access limited to a particualar usergroup?

How do I change the PM access limited to a particualar usergroup, so that only members of a certain user group can use the PM feature. I also need to make sure that existing members with PM's stored in their PM inbox and other PM folders can still access their OLD PM's when they are upgraded to the new user group
