If a user (or multiple users) come to you and complain about one user, what steps would you take to verify their issues then?
Forwarded PM's can be easily faked.
Directly asking a person could result in them telling a lie.
The only way to be sure of the matter is to have access to all the data.
That's not to say that a person should be a snoop and poke at every PM flying across their board, but when it comes to investigating complaints, one needs to be thorough.
Either way, one should not expect true privacy online, unless you happen to know that it's encrypted at every step, and only the recipent can encrypt it easily. And even then, if someone takes that great of an interest in it, it may not be private.
