Teams are not locked - and won't be. Whenever the Team Admins feel like they are understaffed or they feel a member is exceptional and would be good in their team, then they will just promote them. That is completely up to each Team Admin though.

In terms of adding new people to Staff, it's the same as it was before the restructure it's just that now their are teams.
