Two forums attached to one DB

Is there an easy way of basically making an alternate forum that shares the same allocated databases, such as mods and the user DB.

I would sub forum but I really want this forum to look and feel...

Looking for a news mod...

That I can use as a stand alone webpage and get away with it.

I.e. I don't want people to think it's an addon for vB, I want it to seem like a completely independant news/article managment system...
