How to restrict a certain IP or Domain from browsing forum as guest?

There are a few IP addresses and domains I'd like to block from browsing as guests, or reading threads, how do I do this?

Its bizarre, when a new user signs up, it doesn't send them the new user activation email. So, I went in and used the Send email to users function and sent to admin....
