It is init.php that requires the class_core.php and sets up sessions, the database and also fetches the config.php file (almost everything). vbPortal has its own global.php ;)

vbPortal doesn't include vB's global.php when viewing the portal pages hence why VB_AREA is not defined.

The code change suggestion would be the same as whats at the top of vBs init.php script....
