Limit Multiquote to 5 quotes

I took the quote stripping off my forum, but was wondering if I could limit the maximum amount of quotes to say 5 quotes before the stripping of quotes would occur.

Basically Im trying to edit threads on my forum that are not up to par, and replace the post icon with a post icon only admins and mods can use. Its to let the user know that this thread isnt lock...
