How to remove under 10 posts link posting restriction?

How do I remove the restriction that makes it so a user with under ten posts cannot post any links in a post?

I have looked, and I cannot figure this out.

I have rehacked global.php from a fresh copy six times. So, I don't think there's any error with the hacking I did to it....
