How would I force users to use secure/long passwords?

We have a LAN forum that we want to expose to the internet and I can only imagine that most of the people's passwords are things like "bunny" or "a" or "iAmaSimplePassword".
I see a mod to force...

Turns out it was a newbie mistake on my part. I had the set-variable line under the wrong header. I had it under mysqladmin instead of under mysqld
