I had same issue and fixed it by editing my /etc/php.ini

Added this anywhere in php.ini and restarted apache, you probably need to use New York
date.timezone="America/Los_Angeles"

for the CatID, if i set it to a subforum, it doesnt work, but if i use a CatID that is a child of the root, seems to show up.
