Problem with index.php?

When I asked the company hosting my board why my forum took about 12-15 seconds to load, they said "The problem is with a vBulletin script that loads an index.php." Anyone know how to correct this...

I can get a sample file. I do not know how to perform a MySQL dump. Our database is empty right now with the exception of a few test accounts.

The user information would be sufficient... username, first name, last name, etc. It will be in a csv format most likely.
