yes the member is in the administrator usergroup...

admin-directory value is for admincp folder and...

admin-directory value is for admincp folder
and mod-directory value is for modcp folder

$config['Misc']['admincpdir'] = 'admincp';
$config['Misc']['modcpdir'] = 'modcp';
