Altering Reputation Formula

The core formula for reputation in the boards is that if a post is being rewarded, it counts for full point value of the person giving it.

If it's a negative comment, it counts for half that...

I'm trying to turn off the reputation comments for users. I don't want them to be able to leave comments for each other, just use the system.
