Limit Font Sizes and Change All Big Font Sizes

I'm looking for a way to limit font sizes to a maximum of 3 or 4, and since there are already posts with bigger font sizes on my forum, to change those font sizes of size=5, size=6, size=7 to size=3....

I talked with my sysadmin and he said it is not an easy fix, because of the way vB currently serves up attachments. If it was easy, he could have done it by now himself, though he is not a coder.

I would assume many forum owners can benefit greatly from such a mod. Perhaps if a few of us pooled together to pay a developer for such a project we could get it done? Any interest in that?
