Glowing text for "custom user titles"

How would I be able to set it up for my members to click on an option to use "Glowing Text" for their custom user title in their options? And then even possibly give them a couple color options also....

Sub-forums on Forumhome

I have looked throughout the site and can't seem to to find this modification. It allows you to place the sub-forums under the main forum instead of inside it on the forumhome page.

I'm looking for a PM stats "hack" that will also show a percentage bar as well. Such as if they have 15 of 50 pm's in their box it will show up green and if they have like 30 of 50 it will get orange...
