Weird RSS issue

We have a weird RSS issue going on that I hope someone can lend some insight.

We have forums that are not populating in their appropriate RSS feed under /external.php?type=RSS2&forumids=#.

The template is the exact code from my development server with no change upon the import. I've checked both Forumdisplay and showthread and the spots have not changed either. It's just rather odd.

Is there a way to limit a user's login via IP Range?

The example would limiting an administrator login to a country of IP Addresses.
