A question

How does one create a Signature Divider for vBulletin 5?

If i'm not mistaken there isn't one, yet on the actual vbulletin forums (vbulletin.com) there seems to be a divider.

Anyone mind helping...

I'm not trying to prevent them from registering, i'm simply trying to make it so that their IPs are banned while they're temp banned .
