There is no way I'm aware to do it with default vbulletin setup. But there are various gallery and image/media hosting mods for the vbulletin that allow creating categories but do they allow also...

vBulletin Options > vBulletin Options > User Profile: Album Options > Album Thumbnail Size

If you meant actual album image sizes it's a setting for each usergroup...
