best version of 4.x to upgrade to?

I am currently running 3.8.7, and would like to migrate this database to a new install of of 4.x, but I don't know what is the best version to go to. I don't like how 5.x looks so I'd like to avoid...

I have version 3.8.7, and my forums.php file is smoked... the only backup I had was when the vb version was at 3.8.3, and using that forums.php does not work. I can't download my specific version...

I recently installed vb4... and I hate it. In fact, I can't even get anyone to do mods for it, even from this site.

I'd like to re-upload a previous version, without losing the users I've already...

Require post in certain forum before becoming Registered members status?

I would like to require new registrants to our site to post in a certain forum before they are allowed to post anywhere else, or get any of the other benefits on a Registered User... any ideas?...
