Need Help: Want to have two backgrounds top and bottom

I want to know how to have two background one on the top and one on the bottom.

Have one image top and have the second all the way at the bottom totally two different images.

i have VBulletin and i was wondering is there type of control manager like news publishing for custom website?

Example if i post a new news on the forum it will automatically update in the site
