Put it to 500 and try again.

If that doesn't work, upgrade your hosting to VPS/Dedicated Server.

AdminCP -> vBulletin Options (x2) -> Cookie/HTTP Header Options -> Gzip

Set it to maximum number 9 and see what happens.

It might take longer if you have recently changed your site URL's.
