I went to a dedicated server, and then installed cron-based mailqueue plugin (https://vborg.vbsupport.ru/showthread.php?t=201318). Now I can queue up 4000 newsletters, and it meters out quite nicely.

Does this plug-in allow automatic renewals for subscriptions? I have a PayPal business account, and PayPal does allow recurring charges, but I don't see that in this plug-in's control panel.
