I'd say whichever is your limiting factor. If you don't need the extra ram the faster processor should give the better benefit (provided web server is configured properly to use all the cpu's).

Are you using a Windows server? I had a similar issue on Windows (and believe the issue is unique to Windows) so if you're using Windows server I can let you know what I did.
