Users get logged out randomly?

Quite a few of my users have been getting randomly logged out from the website. I'd done a fresh install a while ago to see if it'd solve it but it didn't. Might this be a server issue?

I can't figure out how to allow users to post links. It won't allow it in public chat but they can private message links to each other. I turned on BBcode URL and turned it off but no luck so far....

I have a forum that I'd like to keep as 1 account per user. I swore I've seen a mod or option in the past to search for accounts with shared IPs meaning if multiple users logged in from the same IP...
