disable thread rating for stickies

How I can disable thread rating for all stickies (or stickies of some subforum=X).
It is not necessary to remove rating from interface, just show user some kind of error message if they try to rate...

I was thinking about removing homepage links from postbits, obvious solution just to remove quoted code, but if it was possible to disable via global option - it will be better (work in all styles).
