Header Image - auto size select for screen size / portable devices etc

Is there a way I can list several image sizes for the header banner image and depending on what device / screen size the site is viewed on it will automatically detect and use the correct image size?

A legit user says he is unable to sign up as he is being notified he is a potential spammer - how do I unblock him? I just searched for his IP address in the database but couldn't find it.
