What do I edit to have content in this area?

I run a gaming forum and I want to add buttons at the top. The buttons will be like 'PS3' and it will link to the PS3 forum sort of like a new menu of buttons.

Installed the update but still it never asks...

Installed the update but still it never asks anyone to accept the rules. I have the rules page and reset the acceptance but nothing happens.

Can you help?

I installed but its not working. I now have a nice Rules page but every time I rest acceptance status in the options it never prompts me. I also reset it on a single user and it still does not prompt...
