I keep my skins fairly simple incase newer...

I keep my skins fairly simple incase newer versions change the templates a lot, but if you can't avoid making a lot of edits (to the templates) wait until 3.7 to do them.

You have to modify the templates, so I don't think Dreamweaver will help with that much. You have to know HTML, and at least enough PHP to know what not to mess with as the templates are full of PHP...

Probably, you could always just find a design you like (a free one that is, or pay someone to create it) and just change the header to whatever you need.

Default 2.0 Design Modification

Here's the first skin I've designed for 3.6.9. Its bug free as far as I know..

Its a simple modification of the default design, 3 images and 1 template modification.
