something wrong in my footer page

if im open in mozzila thats normal.
but in IE. all foter font page always < center >

how to send message to thousands of member as according to time which we specified?

hello,Term Of Service in Hosting cannot send message more than 500messages/1hour.
its hardly not ordinary if we send message from admincp vbulletin,because implemented without there are time...
