Tabs not appearing

So im running the latest vb4 (vBulletin 4.2.0 Patch Level 3), and in nav manager I've added in the required tabs I want displayed.

So you can set a fixed Rep Power for admins in the settings, but is there a way to do the same but for other usergroups such as Moderators etc?
