Users Can't Read Some Threads Past First Page ...

I have gotten complaints from users that they can't read some threads past the first page. I'm using v. 4.0.6 Any ideas?

I have figured out that I can automatically "promote" someone with a low reputation to a banned usergroup. But is there a way to automatically let them out of the penalty box after so many days?

I'm looking for a mod that will allow me to limit who sees the banner ads at the top of the forum. I'd like to be able to have subscribers not see them.
