This modification is a port of the same vBulletin 3 modification (https://vborg.vbsupport.ru/showthread.php?p=2041419) to vBulletin 4. It has a few code improvements from the old modification too....

Doesn't this only hide that option? I guess you can still physically delete if you know the URL, and when I manage a soft deleted thread I'm still able to change its deletion status to physically...

I believe that is happening because this plugin is ignoring the MySQL charset you have specified in config, have a look at this thread: https://vborg.vbsupport.ru/showthread.php?t=182891.
