You could do something like that quite easily with vbadvanced or something like it that helps you customize the forum index page. And, yes that is just subforums of a single vBulletin installation.

I've bought and sold quite a few forums. It's definatley better to sell than to let it expire. I've seen too many nice forums go because the owner gave up and just let the domain and hosting expire.
