How do you put inferno vbshout on all pages?

I have put the code <!--{%SHOUTBOX%}--> at the bottom of the navbar template as I have read others saying to put it there but when I did this it still doesn't show the shout on all the forum pages.

how can I change the time a thread/post was made

For example I made a thread/post 2 hours ago but I want to change that so it will say I posted it 8 hours ago. What do I need to do to make these changes?

admin thread tools not all showing (vb 3.72)

I am super admin and I do not have all tread tools to edit, sticky, open a closed thread etc. All I have is delete thread how can I fix this?
