How to show who moderates the forums?

Ive seen on some forums a box at the bottom of the page showing who the moderators are.

Suddenly it's showing again. I went to download a code a minute ago and it told me I was not lisenced. Then, I just went back and it allowed me to.

I can't register my lisence to download here....

I've done what it asks yet it still tells me I have to verify that I have a lisence to download. Does anyone have any extra info or detailed directions as to how I should do this?
