Thats pretty easy. The first usergroup has some settings, like WYSIWYG editor enabed by default and the other one is not. Same thing with the PM. You can edit it by ACP > Usergroups > Edit Usergroup...

He is most likely just viewing the AdminCP Login Screen. He is not in it. But for security reasons you should either (or both) move the AdminCP Directory or (And) password protect it.
