Is it possible to upload individual file folders to a user cp, so only that user can download the file folder? ( A different folder would be uploaded to each user cp) If so, how can I do that?

How can I get my forum to use the WordPress header and footer? I have WP as my CMS with a fat footer and header with the nav menu. I would like those features to work on my forum.
