1. The javascript file must be overwritten, that is the only way to style those specific parts of the editor. I suppose you could do the edits yourself but If you don't feel confident editing code...

Go to the usergroup manager in the admin control...

Go to the usergroup manager in the admin control panel. Edit the usergroup you want to change the max size for. The setting is on that page.
