How do you inject something into forum display in the list of threads?

Like after 10 threads on forumdisplay I want to inject a table with text.

What is the IF condition to accomplish that and...

Certain vB pages do not call the NAVBAR. We have a page division that occurs in the NAVBAR template, then closes in the footer. If a page does not call the NAVAR, it messes the structure of the page....

I even tried using a NAVBAR template hook to inject a phrase to test for that however apparently that hook loads regardless of if NAVBAR is...

Is there a way non-hacking, or is there a hack, that will allow a non-Moderator user group to JUST edit titles.

No moving, editing post content, closing, etc .... Just edit thread titles of all...
