How can i create new template?

How can i create a template that has my forum's home page header, footer ect.. but without the body?

so i can put my own html code or whatever.

Header in the middle?

How do i align the header to be in the middle,

i'm using a custom header and its aligned to be in the left which causes
trouble to have an empty space on the right,
