Dual Banners in header?

In vB 3.x.x it was easy to add a second banner to your header. I had one on the left and one on the right, both with links to different areas. I can't seem to figure out how to do it with 4.1.4.

How do you add a new Navbar to the bottom of the page?

I installed vB 4.14 and there is no forum jump drop down or even a simple navigation link at the bottom of the page. I have had many requests for something like this as my users don't like...

I got it now, it was conflicting with another mod...

I got it now, it was conflicting with another mod that messed up my usergroup functionality. Once I deleted that mod it works fine.
