Altering the registration rules

Is there anyway to alter the rules that new members must agree to when registering. I want to insert a line saying that we can ban members and not give any reason.

Also how to you restore to a previous sql back up?

I have had to uninstall the hack because it won't work with photopost. It stops the quick reply working and you can't leave comments on photos.
