We closed the board for a week redefining rules. How do I now force all users to read one thread, and not allow them to view the rest of the forum until they have posted they agree to the new TOS?

I have my users going to One Forum where they can post. This way when the Yahoo/Snotmail users get locked there, they can cry and moan and we know they are valid users.
