Why vBulletin save the templates in MySQL?

Hello

I had understood that the file system is faster than a SQL query, then it why vBulletin saves the templates in mysql?

or please correct me in this

In class_core.php have the functions to do it,

Are there some way?, all the threads of only ones forums can be private (read and write) between the moderators or certain group, and only the user who opened the thread, no more users
