I think the problem with the first line of the rewrite rules is that there is an actual directory called "classifieds" If you change the rewrite rule to point to something else it will work

Aha, i read the description under Allowed Usergroups as meaning to enter 0 to allow all usergroups to see it which is where i was going wrong.
