Minimum post need to make a thread in a certain forum

Hey guys,

I am running 3.6.2 and was wondering if they is a mod that would allow me to say specify that 10 posts were neded to post in an advertising forum?

Any help would be great

Images making the postbit massive

Basically when a user posts an image in a thread the pic is sometimes bigger than the width of the postbit causing a massive stretched post.

Is there a mod or way round this?
